Better known as the choke plunger, this is the complete assembly for any Ural with Keihin carburetors -- including all Ural 750cc through 2013. The usual way for one of these to "fail" is to catch someone's foot as they're mounting/dismounting. Sometimes the detent system that holds the valve open (enriched/"choked") will stop working, which is a nuisance.
