Ural calls this "Special bolt М10x1.25", and it's pressed into the 1WD final drive cover from the inside, so that the F.D. can be held to the swingarm with an M10 nut.
Consider using Nord Lock washers with regular nuts instead of using the typical Nylok nuts. Either way, you'll want to recheck torque on those nuts periodically. If you're reading this description, you've probably already found out what happens when you don't take care of those nuts. Sorry.
