Compliance flange for holding the carburetor or throttle body to the engine. Works on all Urals through 2015. So that's any 750cc engine with Keihin carburetors, and also the first two years of fuel injection (2014-2015).
These do wear out over time, and Ural recommended regular replacement. We say replace them if you have a vacuum leak (or think you do).
You also need to replace the paper intake gasket at the same time.
